Royal Blue Background - #0038A8
The background must be the specific royal blue mandated by the DFA - hex colour #0038A8. It must be completely uniform with absolutely no shadows, gradients, patterns, or variations in tone. Even a slightly lighter or darker shade of blue will cause rejection. This background makes Philippine photos immediately recognisable worldwide.

Photo Size - 35 × 45mm
Philippine DFA photos must be 35mm wide × 45mm high - the standard ICAO portrait format. Face (chin to crown) must fill 70–80% of the photo height, equalling approximately 32–36mm of head height. The face must be centred horizontally, with eyes appearing roughly one-third down from the top of the photo.
The older 2×2 inch (51×51mm) format sometimes referenced in older DFA documents is the US format - it is NOT correct for Philippine applications. Always use 35×45mm.
Expression - Neutral (Very Slight Smile OK)
This is one area where the Philippines differs from most other countries. While Australian, Chinese, Japanese and Korean photos require strictly neutral expressions, the Philippine DFA permits a very slight, natural, relaxed smile with the mouth closed. A wide smile showing teeth is not acceptable. The safest and most professional choice remains completely neutral.

No Accessories - Stricter Than Most Countries
The DFA explicitly prohibits ALL accessories - no earrings (including small studs), no necklaces, no piercings, no bracelets, no watches, no coloured contact lenses. This is unusually strict compared to Australia (which allows small plain jewellery) and most other countries. Every accessory must be removed before taking the photo.

No Glasses of Any Kind
Glasses are prohibited in Philippine passport and visa photos. This applies to all types of eyewear including prescription glasses, reading glasses, and fashion frames. Previously, the DFA conditionally permitted clear non-reflective prescription glasses without glare - this provision has been removed. Any glasses cause automatic rejection.

Uniform Lighting - Critical on Blue Background
Lighting must be perfectly uniform across both the face and the blue background. Shadows are a particular problem with blue backgrounds because uneven lighting creates areas that appear darker or lighter blue - making the background non-uniform. Use two light sources at equal angles to eliminate all shadows. Stand at least 1 metre from the background.

Babies & Children - Special Rules
Infant and child photo requirements follow the same DFA standards with allowances for young children. For infants unable to sit upright: lay them on a blue blanket or fabric matching #0038A8 - no white blanket method used for Australian or Chinese baby photos. No parent, guardian, toys or objects should be visible. Head must face forward.
